SUMMARY

ANNUAL REPORT OF IQAU

The ACADEMIC YEAR 2016-2017

In compliance with the requirements for continuous improvement of the quality of Professional Business Academy, supported in the law no.9741, date 21.5.2007 “HIGHER EDUCATION IN THE REPUBLIC OF ALBANIA “, Chapter IX, QUALITY ASSURANCE IN HIGHER EDUCATION, ACCREDITATION”,article 59, Internal Quality Assurance Unit, and ongoing, Internal Quality Assurance Unit, it has prepared an annual report regarding monitoring and evaluation of the internal quality of the teaching in both PBA Faculties 2015-2016. Attached is a summary of the Annual Report of the Internal Quality Assessment for 2016-2017.

  1. Introduction
    Professional Business Academy is seriously committed to fulfilling all the requirements stemming from the Law No.9741, dated 21.05.2007 “On Higher Education in the Republic of Albania,” the decrees of the Council of Ministers and the relevant guidelines MAS. In this context, the realization of key objectives for the academic year 2016 – 2017 gave a comprehensive approach and a better quality of current performance and future responsibilities. Precisely at this PBA is set up and functioning of the Internal Quality Assurance Unit (IQAU) that periodically assesses the effectiveness of the institution’s activities, acting with operational autonomy and access to all records of this institution. The IQAU role is to create a culture that aims to achieve and maintain a high quality of academic and research activities in PBA. This unit is included in the full and permanent way in the process of continuous quality improvement in all processes of the activity carried PBA.

 

 

II.                Methodology

The internal assessment process involves the systematic collection of administrative data, student surveys and graduates, interviewing teachers and students, the periodic results of the checks carried out by the IQAU members (syllabus course, records, filing sheet exam, format delivery exam, original thesis, etc.).

 

For best performance of this activity, IQAU supports the implementation of Law no. 9741, dated 21.05.2007 “On Higher Education in the Republic of Albania”, amended by law Nr.9832, dated 12.11.2007, Nr.10307, dated 22.07.2010, Nr.10493, dated 15.12.2011 pursuant to Order Minister of Education and Science 134, dated 21.03.2011 “on the adoption of state standards for quality evaluation and accreditation of programs of first cycle and Second Higher Education Institutions”, based on recommendations Public Agency for Accreditation of Higher Education and “State Quality Standards in Higher Education Institutions” published by PAAHE 2012, “Guidelines for the establishment and operation of IQAU” and “Manual IQAU” published by PAAHE (October 2012) ; the principles of “Political Declaration EUA (ENQA) for Quality and Quality Assurance in the European Higher Education Area” October 2010 “Standards and Guidelines for Quality Assurance in the European Higher Education” ENQA 2005 and 2015, and It ensures the implementation of standards for quality management in accordance with International Standard ISO 9001 (version 2015) for quality management in general and the International Standard ISO 29990 (2010 version) for the management of quality educational institutions. In this way, IQAU at PBA, quality assurance, has realized more clearly the key principles as follows:

 

 

  • Self-institution of higher education in support of the PBA holds IQAU main and primary responsibility for quality assurance;
  • IQAU constantly working to continuously increase the quality of management at the institutional level through a holistic and comprehensive approach;
  • IQAU participates and monitors the quality of implementation of all activities at the university: teaching and learning, research, activities associated with them and leading service and support services to customers and through them to society;
  • The ultimate goal of quality assurance is to improve the quality continuously so by promoting trust between stockholders.

 

Policies and procedures followed by IQAU at PBA, quality assurance:

 

  • Approval, monitoring and periodic review of programs:

In PBA Senate approves periodic review and monitoring programs. Deans and Heads of Departments approve syllabuses, theses, and exam prepared by the instructor approved by the respective deans

 

  • Students evaluation:

Students in PBA are evaluated using criteria, regulations, and published procedures, which are applied consistently. The method of assessing students is expressed in points and percentages (%) corresponding to the syllabus of each subject. To increase the transparency of the evaluation, each examiner submits along with the record format of the ongoing evaluation for each student regarding attendance and involvement, the quality of term papers (essays) and exams (tests) Partial semester.

 

 

  • Quality assurance of teaching stuff:

PBA follows strict procedures for the selection and recruitment of qualified staff to ensure that staff involved in teaching to be more qualified. Also, IQAU performs periodic checks (two times per semester according to the IQAU work program) to ensure that staff involved in teaching to be qualified and competent to do so. Also, IQAU controls exams ship samples to check the quality of construction of the thesis as well as the correction and simultaneously evaluates compliance with the standards of theses format of the exam developed by the course instructor and approved by the head of the new department.

 

  • Learning resources and student support:

PBA has taken measures to guarantee and ensure that resources available for the support of student learning are adequate and modern for each program offered and these resources are organized open lectures, activities of the various educational, cultural, sports, visits to public and private entities, purchases about 400,000 leks annually titles to meet the PBA library of recent publications, etc.

 

  • Informing the public:

PBA publishes regularly updated information, impartial and objective, qualitative and quantitative about programs and degrees it offers. PBA of its website is always enriched with the latest news from academic life in PBA and every student and professor can enter at any point on the PBA through personal data. Also on this site and found an updated summary of IQAU report in Albanian and English.

 

 

III.             Realization of the objectives of the internal quality assurance unit

The activities carried out and the objectives achieved through the academic year 2016 – 2017:

In the area of quality assurance

  • Implement strictly the rules of the internal quality assessment PBA;
  • Drafted annual plan of implementation of the activities of internal evaluation at the institutional level;
  • It has monitored periodically PBA;

In the field of accreditation

IQAU is involved in the internal evaluation process of the scientific master study program in Business Administration and Accounting-Finance required to be performed by them. Consequently, IQAU is engaged:

  • Prepare and follow the institutional accreditation process and programs;
  • To file all the data of accreditation;
  • To collaborate with ASCAL for the accreditation process;
  • To publish all the decision of the accreditation.

In the field of research and development

  • There is continually promote activities to improve the quality of PBA;

·         It is considered a focal point for institutional planning, including the improvement of current programs and develop new programs;·         Cooperate with IQAU other institutions of higher education to exchange experiences and to increase the quality of higher education in Albania.·         Cooperate closely with the Organizing Committee for the qualitative organization of the scientific conference, which is already a very good working tradition.

  1. The quality of the design and implementation of curricula at bachelor and master programs

Based on data from periodic monitoring conducted by IQAU, as well as statistics made available by sektretaritë, Faculty of Economics and Law with the relevant departments have given special importance to the effective and rigorous implementation of educational plans approved for the academic year 2015-2016. IQAU is included to provide recommendations for some changes & updates made:

 

  1. The curriculum in the Bachelor programs in the Faculty of Economics and the Faculty of Law, relevant changes which can be found in these annual reports of the faculty
  2. Improvements to software modules (syllabus).
  • On the initiative of both faculty leaders, IQAU has contributed to the drafting of the Unified Model standardized syllabus (in Albanian and English), which after having consulted with the relevant structures is adopted and entered into force immediately for all programs respective faculties at UAB. This is immediately reflected in the secretariats of the two faculties to meet the teachers’ file at the beginning of the academic year 2016 – 2017, regarding the syllabus and delivery according to the unique model adopted.
  • It was discussed with the relevant departments of both faculty and drafted the Model Evaluation Format Continuing, which after being approved by the relevant structures, has entered into force for all courses of study programs for both faculties and submitted by the teachers along with the minutes of the final evaluation of students grades.

 

  1. Evaluation of teaching and learning

Teaching staff, services for student support, learning resources, learning outcomes and control of students’ knowledge regularly evaluated to ensure and improve the quality of graduates in terms of knowledge and skills acquired and their suitability for the job market. The subject of learning and teaching evaluations are curricula, teachers and students, and service units for student support such as libraries, IT service, the career office and employment of former service-students, offices for quality assurance, etc. IQAU for ensuring and improving the quality of learning and teaching has used the following instruments:

 

  • Questionnaires course evaluation for students to address the competencies of teaching staff, the quality of teaching, resources and available infrastructure and success in learning the lesson (achievement of learning outcomes) related to the published course content, learning outcomes learning and assessment regulations, teaching methodology and the time spent;
  • Visits to the classroom during the teaching and learning process by representatives of IQAU;
  • Questionnaires for the evaluation of support services for students (all support services);
  • Questionnaires for the evaluation of support services for teaching staff (mainly libraries, IT services);
  • Visits to potential workplaces to address market demands. Such is organized by the Faculty of Economics in public and private organizations and by the Faculty of Law with lawyers, prosecutors, judges, notaries, etc. meetings that are aware students and are motivated mostly for their future occupations.
  • Different study visits in public and private institutions;
  • Training, workshops, different meetings.

 

  1. Academic stuff

Faculties in PBA (in cooperation with the departments) aimed perfection of quality and teaching standards by which ensure the realization of the goals and objectives of courses, attracting skilled teachers with scientific degrees and titles, with long teaching experience of scientific and specialist with long experience in the field of economy and justice. The staff consists of highly qualified professors, more dynamic, a good portion of whom are graduates of the prestigious European universities and/or have completed training and qualifications in prestigious universities and institutions of scientific research centers in the US and Europe. They are in constant contact with all the news in their fields, fulfilling in this way also one of PBA’s goals and strategies

 

  1. Students

According to audits and surveys to students and teachers, shows that students in PBA evaluated using criteria, rules, and procedures published and recognized by students and their teachers, criteria, rules, and procedures that apply regularly and rigorously. Students are assessed on an ongoing basis (this is also reflected in the format of continuous assessment submitted to the Secretariat together with the record of marks) on the basis of their semester performance (participation and activation during hours of lectures and seminars), course assignments or essays by nature the case, partial tests, etc., and at the end of the course final exam

 

 

  1. Evaluation of research/development/cultural and sports activities

IQAU at PBA has appreciated the achievements in research to ensure and improve the quality of research in accordance with international standards. Moreover, the outcome of the evaluation measures serves as a basis for strategic planning, its mean for formulating development plans, budget allocation, etc.

PBA organized for the fourth year in a row Research Conference – Science on the topic “Economic and legal developments within the framework of the negotiation process for EU membership”.

PBA has developed during the academic year 2016-2017 are also many extra-curricular activities and sports such as:

• Various meetings with politicians, lawyers, judges, prosecutors.
• open lectures with personalities from the fields of economics, law and beyond.
• humanitarian initiatives such as blood donation, environmental cleanup, travel assistance for families in need, etc;

  • Participation in sports competitions where our representative team was twice championed in football.

 

 

 

  1. Office of Career and professional design practices for both cycles of study

Career Office PBA has a maximum operating during this academic year, the PBA telecommunications networks facilitating the non-academic world, offering students a variety of private and public institutions to perform professional practices. For this reason, the Career Office has built and continually updates a database with sufficient information regarding the practices for both cycles, according to agreements made or in the process with various entities of the private and public sector. Leaders of our student’s practice and other institutions that are pursued during this period expressed satisfaction and maximum performance considerations for students of PBA. Career Office has produced in collaboration with IQAU report evaluating the professional practice of students bachelor and master

 

V.                Considerations on the continuous improvement of internal quality.

To establish curricula boards with representatives of potential employers.
Improve the Law and the related DCMs study programs and syllabi of each subject in view of the labor market demands, this gradually, as appropriate to the syllabuses for the completion of documentation (syllabus) for all bachelor programs, Professional Master, Master of Science and deposited in Albanian and English whenever there are changes in them. Each lecturer has in fact filed syllabus, in the relevant subject matter to the secretariat, but an electronic copy of his found in the student’s personal page on the web in the university syllabus in which clearly reflected the manner and criteria student assessment.

 

Student Scholarships

 

A very important part in enhancing the quality of the education process, in PBA, voice and pursue policies that PBA  scholarships for graduates with above average 8 and 9. For over the years PBA has given about PBA 400 scholarships for students. This policy has led to the class, lecture or workshop realized with very high quality, the same level or better than public HEIs. This has made the other students better engage in interactive situations driven by our teachers. With its IQAU work has contributed to the promotion of students with high scores for awarding stock to these students, increasing students’ competition for high school results.

 

Anonymous survey of students

During these visits highlighted in particular the problems associated with many elements related to quality of service and teaching, as the quality of teaching by staff of teachers, the use of working time, correct assessments of students, using modern and interactive methods tools applied, etc. as well as attendance and participation of students and in the classroom, etc. At the end of each visit prepares an audit report and the results made known to the director of IHE at the end of the learning process, as appropriate decisions regarding the measures to be taken to improve the situation

 

The identification of syllabus for both faculties and in two languages (Albanian and English)

IQAU is an active unit that guarantees the quality of our internal university. This office has contributed to building modeling syllabuses in English, so that the institution be prepared for the challenges of the future, giving lessons in English, as well as meeting the conditions of cooperation with educational institutions high overseas, based on existing agreements and those expected to be associated with these foreign universities.

 

Guidelines for the protection of degrees and training exam

This unit has cooperated with relevant departments of the two faculties for the design of the instructional package for students of bachelor’s and master’s degrees defense and training exam. In this context, all staff of the PBA is engaged seriously in preparation and successful completion of the final evaluation of students bachelor both faculty with degrees and training exam, and set as a requirement average (grade 6.5 as a boundary between exam training and diploma). This process should be seen in the light of a very positive effort to establish a standard in determining the conditions that students must meet to complete studies on the topic of diploma or training exam.

For this guide was prepared for both training exams, as well as for the protection of the thesis, the guide who followed rigorously by the PBA staff and students. In this package, mainly in the thesis guide are included elements that ensure and enhance the value of students’ scientific works, such as statements of plagiarism and rigorous criteria and transparent evaluation, while the guide diploma defense training exam It was included lists of these questions of the training exam, prepared these questions from 4-5 basic modules in the field of study by students branch that they have made selection at the beginning of their studies. This procedure is a very good qualitative step for continuous improvement of this procedure in the future, as in the organization of training exams, as well as protection of the thesis.

 

IQAU maximally supports meeting the market requirements for novelty and innovation.

  • PBA Call Center has collaborated with the Italian company, to fill a request Master in this area, a demand which together with this documentation is submitted to the MAS for approval within the time limits set by law.
    • PBA has collaborated with the Italian company CDQ, the addition of professional Master requirements for quality Management with 60 and 90 credits, a demand which together with this documentation is submitted to the MAS for approval within the time limits set by law.
    • PBA collaborated with the British company The Marketers Forum, to provide training in marketing courses, JJE time requirement for these courses and training.
    • In PBA at the beginning of the academic year, 2016 – 2017 are employed full-time two secretaries, one for each mode faculty, which has led to a significant improvement in maintenance documentation and relations with students
    • At the beginning of the academic year, 2016 – 2017 has improved the IHE model contract with students
    • At the beginning of the academic year, 2016 – 2017 is the revision of the programs and curricula primarily Faculty, significantly improving these programs and curricula.
    • In PBA examinations of both faculties already developed prior to excretion, starting from the autumn exams at the beginning of the academic year 2016 – 2017.
    • In the period September – November academic year 2016 – 2017 there was a higher number of registrations compared to all previous years.
    • In the academic year, 2016 – 2017 the beginning of the school year was for three years at the same time.
    • Employment of full-time teachers and another staff complement of Professional Business Academy for two faculties is entirely made according to the Law on Higher Education.

  • On the initiative of both faculty leaders, IQAU has contributed to the drafting of the Unified Model standardized syllabus (in Albanian and English), which after having consulted with the relevant structures is adopted and entered into force immediately for all programs respective faculties at UAB. This is immediately reflected in the secretariats of the two faculties to meet the teachers file at the beginning of the academic year 2015-2016, regarding the syllabus and delivery according to the unique model adopted.
  • It was discussed with the relevant departments of both faculty and drafted the Model Evaluation Format Continuing, which after being approved by the relevant structures, has entered into force for all courses of study programs for both faculty and submitted by the teachers along with the minutes of the final evaluation of students grades.

 

  1. Evaluation of teaching and learning

Teaching staff, services for student support, learning resources, learning outcomes and control of students’ knowledge regularly evaluated to ensure and improve the quality of graduates in terms of knowledge and skills acquired and their suitability for the job market . Subject of learning and teaching evaluations are curricula, teachers and students and service units for student support such as libraries, IT service, the career office and employment of former service-students, offices for quality assurance, etc. IQAU for ensuring and improving the quality of learning and teaching has used the following instruments:

 

  • Questionnaires course evaluation for students to address the competencies of teaching staff, the quality of teaching, resources and available infrastructure and success in learning the lesson (achievement of learning learning outcomes) related to the published course content, learning outcomes learning and assessment regulations, teaching methodology and the time spent;
  • Visits to the classroom during the teaching and learning process by representatives of IQAU;
  • Questionnaires for the evaluation of support services for students (all support services);
  • Questionnaires for the evaluation of support services for teaching staff (mainly libraries, IT services);
  • Visits to potential workplaces to address market demands. Such are organized by the Faculty of Economics in public and private organizations and by the Faculty of Law with lawyers, prosecutors, judges, notaries, etc. meetings that are aware students and are motivated mostly for their future occupations.
  • Organize Open Lecture “Today’s students – citizens of the 21st century”, which was trajuan the preparedness of students affair with skills required in today’s job market, etc

Guidelines for protection of degrees and training exam

This unit has cooperated with relevant departments of the two faculties for the design of instructional package for students of bachelor’s and master’s degrees defense and training exam. In this context, all staff of the PBA is engaged seriously in preparation and successful completion of the final evaluation of students bachelor both faculty with degrees and training exam, and set as a requirement average (grade 6.5 as a boundary between exam training and diploma). IQAU role is to create a culture that aims to achieve and maintain a high quality of academic and research activities in PBA.
